Who issues your permit depends on where you build
Central Oregon has several building departments, and the rules for a garage, shop or steel building change at the city limit. Two examples from Deschutes County show how much:
Inside Bend city limits. The City of Bend handles permits. A detached accessory structure generally does not need a building permit if it is 200 square feet or less and no more than 15 feet tall. Bend also caps accessory structures in residential zones at 1,500 square feet and requires a house on the lot first.
Unincorporated Deschutes County. Deschutes County Community Development handles permits outside city limits, including rural land and resort areas that are not incorporated. There, an accessory building needs a permit if it is over 200 square feet or over 10 feet tall. Qualifying farm buildings in certain zones can apply for an agricultural exempt permit.
Other cities and counties in the region set their own rules. Before you buy a kit or set a date, confirm which office has jurisdiction over your address. Our guide on permits for a garage or shop in Deschutes County explains the details.
Same climate questions everywhere
From Sisters to La Pine, elevation changes the snow load a roof must carry, and Deschutes County treats snow load as site specific. Footings in Deschutes County go at least 18 inches deep to get below frost. Those two numbers shape every foundation and steel building RCC builds. See snow load requirements and footing depth.
